Sultan Mayor Carolyn Eslick invites the public to attend “A Short Course on Local Planning,” a free, introductory planning class provided by the Washington State Department of Commerce (Commerce).
The three-hour workshop takes place 6:15 p.m. – 9:15 p.m. on Wednesday, Oct. 11, 2017, at Sultan City Hall. In addition to providing an overview of the land-use planning laws that guide land-use decisions in the state of Washington, the course includes an introduction to comprehensive planning based on the state’s Growth Management Act (GMA), a review of roles in planning, best practices for public participation and a training on the Open Public Meetings Act for local government officials.
“The short course is an opportunity for planning commissioners, local government staff, elected officials and community members to learn about our state’s legal framework for planning, comprehensive planning and community development processes, and public involvement in the planning process,” states the Commerce website.
Topics covered will include constitutional issues in land-use planning, early planning statutes, an overview of the GMA, tools for implementing the comprehensive plan and tips for encouraging public involvement. The course will break down some of the intricacies of the planning process, including legislative versus quasi-judicial decisions and best practices for effective meetings.
The instruction wraps up with an introduction to the Public Records Act. This training meets the requirements of state RCW requiring every member of a governing body to take Open Public Meetings Act training within 90 days of taking an official role. Attendees will receive a certificate of training.
A question and answer session will be held at the end. Instruction will be provided by Attorney at Law Ray Liaw of Van Ness Feldman LLP, Washington State Department of Commerce Senior Planner Paul Johnson and Mill Creek Director of Community Development Bill Trimm.
