City of Sultan Public Works
The City of Sultan serves approximately 1,460 residential water accounts and 120 commercial water accounts. The Public Works Department is responsible for servicing and maintaining the City’s water mains and meters. The Utility Billing Department is responsible for monthly billing and account maintenance.
The City of Sultan bills monthly for water, sewer, garbage, recycle and storm water. City Hall is open 8:00 AM to 5:00 PM, Monday through Friday. We are closed on legal holidays. We are located at 319 Main Street, Ste. 200. Following is more detailed information regarding the services provided.

Water Service
Residential
Residential accounts are billed a flat rate charge of $31.25 per month. An additional $2.83 is charged for every 100 cubic feet (c.f.) of water consumed in excess of 600 cubic feet monthly.

Please note that if you have a manually read water meter the actual water consumption is billed every other month for the last TWO MONTHS of water service. Depending on your individual water usage, the water portion of your utility billing may be slightly higher every other month.
Electronic meters are read monthly and your excess water consumption is billed monthly.
Commercial
Commercial water rates begin at $33.73 per month for a ¾” meter and increase with the size of meter. Commercial meters are read monthly.

Residential sewer service is a flat rate of $71.47 per month.

Commercial
Commercial sewer service begins at $71.47 per month for a ¾” meter and increases with the size of the meter. Commercial accounts are also charged a volume rate of $3.15 per 100 cubic feet over the allowed 600 cubic feet per month.

Storm Water
The storm water utility supports maintenance and improvements made to Sultan’s storm water drains, channels and facilities.
The storm water utility charge begins at $6.75 per month for (1) Equivalent Residential Unit (ERU). One ERU =is equal to 4,519 feet of impervious surface (structures, driveways, patios, etc.). The monthly storm water charge increases according to the number of ERU’s contained on each parcel of real property as determined by the Public Works Department.

Garbage service is mandatory in Sultan. Garbage rates can be found by clicking on the link to the Public Works Department. The City of Sultan contracts with Allied Waste curbside recycling services. Yard waste services are also available directly from Allied Waste. You can contact Allied Waste directly at 1-800-942-5965 or on-line at www.alliedwaste.com for customer service issues.

If you are a low-income senior citizen or a permanently disabled person, you may be eligible for discount rates on City utilities. For continued eligibility you must submit a new application each year.

What services does the City of Sultan bill for?
The City bills for water, sewer, garbage, recycling and storm drainage services. Allied Waste will bill you directly if you request yard waste services. You can contact Allied Waste at 1-800-942-5965.
When are my bills due?
Utility bills are due within 15 days of the statement date and are considered delinquent after thirty (30) days. Any utility bill not paid in full by the 30th day will be subject to late fees on water or sewer amounts still owed. Should an account become delinquent by two months, the customer will receive a payment reminder which informs them that they must bring the account current by a specific day or be disconnected WITHOUT further notice. Once service is disconnected for such non-payment, a $50.00 disconnect charge will be applied to the account and the customer will be required to pay the account IN FULL in order to have service re-connected.
Can I make payment arrangements on my utility billing?
Customers are limited to one payment arrangement every six months which must result in the account being brought current within (60) days.
Where do I make my payments?
Payments can be made either by mail, in person, or placed in one of our after hours night deposit boxes located outside the Sultan Post Office to the left of the double doors or inside City Hall by the downstairs front entrance. The city accepts cash, checks and debit/credit card payments. Credit card payments can be made by phone or on-line at City website www.ci.sultan.wa.us. *Note: there is a convenience fee charged for debit/credit card payments and a $2.00 fee for online check payments. Payments sent by mail should go to: City of Sultan, PO Box 1199, 98294.
Why does my bill fluctuate from month to month?
The City bills for utilities on a monthly basis, however, if you have a manual meter the actual water consumption is billed every other month. The base rate for water allows a monthly minimum water consumption of six-hundred cubic feet of water. When actual water consumption (for the last two months of water service) is billed you will be billed an additional charge for each one-hundred cubic feet used over twelve hundred cubic feet.
I had a water leak, can I receive an adjustment?
If you have a leak and you repair it in a timely manner, you can apply for a rate adjustment for excess water charges.
The leak must occur in the water service line between the water meter and the residence. The City does not give leak adjustments for running toilets or faulty plumbing inside the home or customer negligence.
Once the leak has been repaired, you can fill out a Utility Committee Request for Relief Form and submit it along with sufficient evidence that the leak was repaired. (such as receipts, photos, etc.) Utility Committee meets once a month and will review your request and accompanying account information which the Utility Clerk will submit with the request. A decision for approval or denial will be made by the committee. Within seven working days from the Committee meeting date you will receive a letter informing you of the Committee’s decision.
