Visioning Exercise

The City has adopted a number of vision statements to guide
the community over the next 10-15 years.
-
Each year the city should review the community's vision of its
future and seek to identify goals and objectives to achieve its
long-term vision

Outcome
-
Review adopted vision statements from the Comprehensive Plan,
Industrial Park Master Plan, and Downtown 2020 exercise.

Identify areas of vision statements that the Council wants
to address in the next 24 months.

10:15am-12:00pm Land Use - How to encourage new retail/commercial
development and kick-start an economic renaissance in Sultan

Proposed mixed-use housing amendment to the Highway Oriented
Development (HOD) zone.
-
The Stanton Group has requested a code amendment to allow mixed
use development in the HOD zone in order to develop the property at the
corner of Rice Road and US 2.
-
The current conceptual drawings show between 600-700
residential units, 26,000 sqft. of office space and
80,000 sqft. of retail space.
-
The HOD zone encompasses approximately 200 acres of property along
US 2 between the east and west ends of the City.
-
The proposed change could have a significant impact on the city's
land use element and levels-of-service.

12:45pm-2:30pm Public Safety - How to improve police levels of service while
maintaining the department's budget over the next three to five years

Over the last five years, the City has reduced the number of patrol
officers and dropped its code enforcement program due to the loss
of federal policing grants and property tax revenues.

The 2006 Police Levy to support the department's equipment needs
failed by xxpercent

While the police budget consumes more than 50 percent of the
City's General Fund revenues there is some perception the police
could be doing more to connect with the community

There is interest on the part of the Mayor and some Council
members to evaluate Snohomish County contracting models
-
Presentation by Snohomish County Sheriff's contracting
group with Q & A follow-up with Council.

Review current public safety priorities and provide direction to staff
on the Mayor and Council's police priorities.

What should be the day-to-day reporting relationships
between the Mayor, City Administrator and Chief?

The Mayor and City Council have been making steady progress
over the last eighteen months on improving the City's
financial health.

There are a number of financial policies the Council should
consider implementing between now and the end of the year to continue
the City's steady progress.
