City of Sultan Vision

The Setting
  • Maintain a small town feeling

Mayor and Council

The City has a mayor-council form of government.


City Organization

Mayor

The current Mayor is Carolyn Eslick. Mayor Eslick is serving a four-year term which will expire on December 31, 2011. Mayor Eslick has been a Sultan resident since 1979. She previously served a term as a Councilmember from 1996 (two-year appointment). She was elected and served a four year term from 1998 to 2002.

Her goal as Mayor is to improve public safety and enhance the City's business and economic development base.

The mayor-council form consists of an elected mayor (elected at-large), who serves as the City's Chief Administrative officer, and a council (elected at-large), which serves as the municipality's legislative body. The council has the authority to formulate and adopt city policies and the mayor is responsible for carrying them out. The mayor attends and presides over council meetings but does not vote, except in the case of a tie.

The mayor may veto ordinances, but the Mayor's veto can be overridden by a majority plus one of the entire council membership.

The mayor appoints members of the City's Planning Board and Civil Service Commission.

The City of Sultan has hired a professional city administrator, Deborah Knight to serve under the mayor and assist with administrative and policy-related duties. By doing so, Sultan gains the benefit of professional management, allowing the mayor to focus greater attention on policy development and political leadership roles.

Mayor-Council Form of Government

The Mayor-Council form of government makes a virtue of the idea divided and shared power. Neither Mayor nor Council has the absolute last word in all instances. Under this form the independently-elected mayor has powers of appointment and removal of subordinates, administrative control over departments, and the power to veto council legislation.

The resulting government structure limits the council's role to policy making and oversight, and reserves administrative power and responsibility for the mayor. The system requires constant consultation between the Mayor and the Council; sometimes cooperating, sometimes competing and conflicting; always acting as a check and balance on the other.   • Determine the general direction for the operations of the City of Sultan
  • Enacting ordinances (laws)
  • Establishing budgetary (taxing and spending) policies
  • Adopting the Comprehensive Plan and other guiding documents
  • Adopting the annual budget
  • Awarding contracts
  • Fiscal oversight of expenditures
  • Appointing members to the Planning Board

The City Council derives its powers from the laws and Constitution of the State of Washington. All seven City Council positions are elected for terms of four years. All receive a monthly salary.

The City Council serves as the legislative and governing body of the City of Sultan. The City Council has the authority to adopt laws, ordinances, and resolutions as needed to conduct the business of the City, and by ordinance, may enter into contracts or intergovernmental agreements to furnish and receive services, or to provide for cooperative service delivery. Most City ordinances are codified into the Sultan Municipal Code. The SMC is available on-line.

The City Council appropriates from the city treasury the funds needed to conduct the business of the City. Annually, the Mayor submits a budget for Council review and approval. The budget establishes spending levels within the various City funds.

Eligibility Requirements for Mayor and City Council

City of Sultan residents interested in filing for Mayor and/or City Council positions are required to submit a Declaration of Candidacy. The filing period is published by the Snohomish County Auditor's Office and the Washington Secretary of State's Offices.

At time of filing for a Declaration of Candidacy, candidates must be a registered voter and be a city resident for a period of at least one year before the upcoming General election.
